RATIONALE & INTRODUCTION

First responders, such as police, firefighters, and emergency medical services personnel, respond to millions of roadway incidents every year. Industry and government organizations recognize the need for new techniques and protocols as automated driving systems (ADSs) become more prevalent and first responders may no longer have human drivers with which to interact.

Currently there are no common procedures for Automated Driving System-Dedicated Vehicles (ADS-DVs) interactions with first responders in cases where humans may not be present.   The ADS industry has not had a common format to communicate information first responders may need during their interactions with ADS-DVs.

This best practice provides recommended procedures and protocols ADS developers and manufacturers can follow to facilitate first responder interactions across multiple use cases. A framework for creating First Responder Interaction Plans is also recommended.  These plans and common attributes across the industry will provide information that first responders can use to establish or customize their protocols, procedures, and plans for interacting with ADS-DVs.
